Roundabout gets one more chance for life

East Marlborough Township officials will give the possibility of building a roundabout by the end of this year one more shot. After accepting a revised low bid for construction at Monday's meeting, East Marlborough pinned its hopes on possibly getting the job done on Peco Energy Co.'s timing.

Peco could not schedule its portion of the project- the first that needs to be done - until late September. The supervisors fear? That heavy September weather or other emergency concerns could push back Peco's service call and thus affect the six- to eight-week construction timeline beyond an appropriate window of opportunity this fall. If construction begins too late in October, laying asphalt into December could be a problem because of cold weather and correspondingly, because the asphalt industry slows down for the winter. The Pennsylvania Department of Transportation shuts down its paving season at the end of November, but will extend its season on an item-by-item basis into December, weather depending.

The roundabout would go at the corner of Doe Run Road and Route 82 on the east edge of the village of Unionville.

Road-Con Inc. of West Chester made the lowest revised bid. Supervisors were taken aback by what they saw as an exorbitant price for the project when bids were opened in July and sought to have them revised. Road-Con's revised bid, still the lowest, was $181,552 lower than the original bid of $548,104 and broken down into two items. The first, $264, $927 for the roundabout, and the second, $101,625 for paving which includes an additional stretch - from the roundabout north on Route 82 to Route 842 in the village - for a new total of $366,552.

The bid is good till next spring, though it has an escalator clause that could change the price of asphalt if the price goes up next spring.
