SAY "NO" to AES Sparrows Point / Mid-Atlantic Express LNG Project

In 2006, AES proposed plans to build a Liquefied Natural Gas (LNG) terminal at Sparrows Point, Maryland in the Chesapeake Bay watershed and to extend a gas pipeline 88+ miles through Maryland and Pennsylvania to Eagle, PA. The Need and Public Benefit for this project remains unproven. The potential direct, indirect and cumulative environmental and community impacts are substantial. The project is counterproductive to other federal, state and local programs, such as Chesapeake Bay restoration and farmland preservation. The safety, security and health of citizens and businesses in the project area would be jeopardized. The project supports the use of LNG, a fossil fuel available only from foreign sources, and serves to postpone the development of clean, sustainable, and domestic energy.

On January 15, 2009, a split decision by FERC issued AES conditional approval with an unprecedented 169 conditions, despite the fact that approximately thirty federal, state and local permits had yet to be completed, including the review of impacts to wetlands, endangered species, historic resources, and emergency response management. The dissenting opinion of now-Acting FERC Chair, Jon Wellinghoff noted that the “environmental and community concerns have not been fully and fairly evaluated” and questioned whether the need for the project and public benefits in comparison to anticipated negative impacts was satisfactorily proven.

We, the undersigned citizens and organizations, share grave concerns regarding this project. We urge that the full cost-benefits of this project be evaluated and a Permit to Construct be denied.
